Santa Clara is the main town of southern border of Angola and the main point of commercial exchange with Namibia. The increase of commercial exchange between the two countries has resulted in significant demographic growth, the appearance of many illegal settlements and the deterioration of living conditions. Thus, the General land Use Plan main challenge was the regeneration of illegal settlements, controlling the urban sprawl, the execution basic infrastructures and the balance between border activities and residential areas.
