Detailed Plan for Tchioco Neighborhood
The intervention area, with approximately 87.5 ha, is located next to one of the main avenues of Lubango connecting the city center and Mukanka airport. The area corresponds to the former location of Tchioco market which was, until it´s demolition, the largest informal market in the south of Angola. The objective of Detailed Plan for Tchioco was to establish the guide lines and occupation rules for a new qualified center and residential areas to replace the existing precarious and illegal settlements.
The following guiding principles were considered in the design of the plan:
- Consider the existing informal streets in the intervention area as a starting point to design the new structure. Despite the irregular the streets present a balanced coverage of the intervention area, with a noticeable hierarchy, that can be relevant to implement of the Plan, reducing expropriation actions and a enabeling a faster execution of infrastructures, triggering subsequent actions of urban reconversion and requalification.
- Consider the safeguarding of the natural hydrological system as a priority, which should be integrated into an urban ecological structure, together with qualified green areas.
- Present a diversified occupation about land uses and types, focusing on the proximity between residential and mixed-use spaces, as well as a balanced allocation of collective facilities in the intervention area.
