General City Plan of Menongue
The city of Menongue holds a strategic position in the region due to its proximity to the provinces of Huíla, Cunene, Bié and Moxico, and for being the point of convergence of the main transport infrastructures in the province of Kuando Kubango, that also provide access to Namibia and Zambia.
In recent decades, with a large population growth and the emergence of multiple illegalsettlements, the city is struggling to create adequate infrastructures and to control urban sprawl. The General Land Use Plan aimed to establish the policy goals and objectives to shape and guide the physical development of the City. In addition to the issues mentioned above, the General Plan established the following objectives:
– Framework for strategic projects for the city, such as the Ango Ferro project for the expansion of the railways.
– Creation of alternative external bypass routes, to split regional and local traffic crossings and to connect peripheral districts.
– Requalification of consolidated urban areas.
– Urban regeneration of illegal settlements, promoting proper infrastructuring;
– Define the criteria and areas for urban expansion.
– The creation of alternative centralities in peripheral areas to promote functional balance.
– Define specific area for the for the location of industry and logistics, associated to major road and rail infrastructures.
– Establish the urban ecological structure, to ensure the protection of the main environmental values and the creation of green spaces for public use.
